Medium CPU usage, no / very low PG usage.
Is armor's version of the regulator.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

Hint: I have a suit with 500 shield HP, 45~ shield regen and 2 seconds delay, making it 22.5 HP/s. (Since there is a bug that makes it so shields regen even under fire)

Because shield is lower than Armor but reload fast. While Armor is higher but reload slowly. We are not supposed to have fast reload armor. And regulator has stacking penality. That isn't close to the truth. At the lower levels yes, but at prototype? Shields have nearly the same HP (my Caldari and Gallente assault have 20HP difference between them) while the regen difference is huge.

Are you ******* kidding me? All of those threadnaughts nitpicking every single problem that Arkena written wasn't enough? Shields were dominant, armor got a 20hp buff on all plates and a speed penalty reduction. wtf is wrong with you people.
